In collaboration with Adolf Stroombergen (Infometrics, Wellington, NZ) James peer reviewed the development of and application of an S-CGE model to the High Speed rail project HS2. The focus is primarily methodological. The appropriateness of the model, the model structure and how the model has been ‘shocked’ are therefore of primary interest. The review also considers how the outputs of the model should be interpreted as part of the Economic Case.
